Why does the Philippine senate/congress create laws that intend to promote utopian way of living even though they know that it would be impossible to implement due to the present situation of the country? Don't they realize that crafting such laws would just create a rosy image about the Philippines but would just create turbulence inside this country? Do they want to promote real justice in the Philippines or just mocking the present standard of Filipino living?
